The Interstate Compact on Educational Opportunity for Military Children addresses the needs of military students dealing with many transitions during their lifetime. Due to the mobile nature of military life, the military child moves an average of 6-9 times between kindergarten and 12th grade.

The purpose of the compact is to remove barriers to educational success or "level the playing field" for military connected students by encouraging consistency and coordination among states.
Specific areas addressed are:
- educational records and enrollment
- placement and attendance
- eligibility
- immunizations
- graduation requirements
- extracurricular activities
