The General Assembly made changes to the definition of “Low Performing Schools” and gave specific guidance and direction to those schools. This information was first received on October 1, 2016.
Low-performing schools are those that receive a school performance grade of D or F and a school growth score of “met expected growth” or “not met expected growth”. For elementary schools, performance grades are based on student achievement on their End-of-Grades tests in grades 3-5 (80%) and growth (only 20%). Unfortunately, according to this new legislation, a school can meet expected growth and still be designated as low performing. According to legislation, a letter must be distributed by October 31 to parents of students in these schools.
Two schools received that designation in Craven County, Oaks Road Elementary, Roger Bell Elementary. Roger Bell and Oaks Road did meet expected growth. 70% of school districts in North Carolina had one or more low performing schools. 15 out of 115 school districts were designated as low performing districts.
As directed by the General Assembly, both schools have developed an improvement plan that specifically addresses how the school will strive to improve both in performance grade and growth. Plans have already been shared with the Board of Education, and Central Services will provide support in execution of these plans.
