Mrs. Frances Boomer

Chairman, Mrs. Frances Boomer represents District 2. 

Frances Boomer is a native of the Cove City Community. She continues to live in Cove City with her husband Danny, of 43 years. Danny and Frances were married August 23, 1975. He is the love of her life and her best friend. They have one daughter, Shannique (Shawn), and two grandsons, Emery and William (Web). Both grandsons bring Danny and Frances so much joy. Their daughter Shawn and her husband William (Gene) live in Kinston.

Frances was educated in the public schools in Craven County. After graduating from good Old Newbold High School, which was located in the Fort Barnwell Community, she attended Livingstone College in Salisbury, North Carolina. There she received a Bachelor of Arts Degree in English. After teaching for several years she attended graduate school at East Carolina University in Greenville, North Carolina. From there she received a Master of Arts in Counselor Education. Later she received an EdS in Education Administration also from East Carolina University. After being called into the ministry, she did graduate work at Grand Canyon University in Arizona, where she received a Masters of Art in Christian Education and Leadership. She is a certified English Teacher, Counselor, Supervisor, Mentor, and Superintendent.

She worked in the Craven County Schools System for over thirty years before her retirement in 2003. During those years she worked as an English teacher at both the Middle School and High School levels. She also worked as a counselor at the Middle School and High School levels. Later she became an Assistant Principal at West Craven High School. After retiring she worked part-time at Craven Community College. She taught classes in the Early Childhood Department.

She loves God and spreads the Gospel every chance she gets including on her Facebook page. She is an ordained Elder in the African Methodist Episcopal Zion Church. One of her greatest fulfillments as a Minister of the Gospel is being a Pastor. She served as Pastor at Union Chapel AME Zion Church in Midway Park for four years. Then she was assigned to St. John AME Zion Church where she served as Pastor for over two years. Currently she is the Pastor of St. Luke AME Zion Church in Maysville, North Carolina. What a wonderful journey this has been and continues to be for her and her family.

She has been the recipient of several awards and has been pioneer in many aspects of her career. She was the first black counselor at HJ McDonald Middle School in New Bern and the first black female Assistant Principal at West Craven High School. She was one of the first black females to receive the Administrator of the Year Award in Craven County. In 2009 she received the Craven County NAACP People’s Choice Award in the Category of Politician and in 2016 The Distinguished Woman Award in Jacksonville, North Carolina. She is a member of the Alpha Kappa Alpha Sorority.

In 2006 she was elected to the Craven County Schools Board of Education where she continues to serve. She works very hard to ensure that the children in Craven County are getting the very best education they can get. She is an advocate for teachers because, through her own service, she is aware of the hard work they have to do each day to make sure that children are excelling in all that they do. Her motto is that if she can help make a difference in somebody’s life then her living will not have been in vain.

Mrs. Kim Rice Smith

Vice-Chairman, Mrs. Kim Rice Smith represents County Board of Education District 6 where she lives and serves as Vice-President of a family owned business that has operated in the Havelock Community for five decades, Rice's Trucking Company. She is also an author. Following a decade long run as an award winning columnist for the Havelock News, Mrs. Smith began a daily blog which has now branched out into four books and a popular podcast. Mrs. Smith's most distinctive characteristic is her service to others. As a volunteer and engaged citizen of our community, she has served in countless capacities including: PTO President, HUG Volunteer Coordinator, Education Committee Chairperson for the Havelock Chamber of Commerce, Havelock Chamber of Commerce Board of Directors-Currently serving as Chairperson, and as a member of the Military Affairs Committee. Mrs. Smith was appointed by the City of Havelock Board of Commissioners to serve on the Advisory Council to the City.

One of Mrs. Smith's most significant contributions to our school system, beyond her service as a member, is through her work as the former Congregations 4 Children (C4C) Coordinator for the Sound District of the United Methodist Church. This program helps equip and strengthen partnerships between the faith based community and our public schools all over Eastern North Carolina. Her work has led to significant partnerships in support of students in Craven County Schools and beyond. She currently serves the United Methodist Church in various roles including: Lay Leader of the Sound District, NC Conference Board of Laity, and as a member of the Dismantling Racism Team for the District.

As a Board of Education member, Mrs. Smith's distinction is her work as goal manager where she helps to facilitate the work of the Board of Education to achieve its goals in alignment with those of the system. Her commitment is to the children of Craven County and her work ethic and tireless dedication demonstrate it in every activity she engages on behalf of our public schools.

Mrs. Naomi Clark

Mrs. Naomi Clark represents the Craven County Board of Education, District 7. 

Mrs. Clark resides in District 7, it is her position that she is an advocate for all students in Craven County.

Mrs. Clark is the widow of a Marine who served approximately thirty years in the U. S. Marine Corps and is the proud mother of three children.  These same children graduated from Havelock High School.  Two of them graduated from the University of North Carolina—Chapel Hill.  Her favorite middle daughter is a graduate of the University of South Carolina.

She has a B.S. in Criminal Justice from Michigan State University and a J.D. from Valparaiso University School of Law and has been a member of the South Carolina Bar since 1977.  Thereafter, she practiced law in South Carolina, Maryland and North Carolina.  The common thread throughout her professional career has been education and law.  Accordingly, it would seem judicious for her to become a member of the Craven County Board of Education.

Mrs. Clark taught in the Craven County School System for approximately seventeen years and entered as a lateral-entry teacher.  This means that she used her previous professional history to bolster her journey as an educator.  She retired from the Craven County School System  and decided to pursue a different journey in 2016.   Her professional history included stints as an attorney representing both abused/neglected and delinquent children.  Additionally, she taught at the University South Carolina Law School, Fresno City College, Park University and Craven Community College.  She has also practiced in various U.S. District Courts as well as the Fourth Circuit Court of Appeals.  With her various roles as a parent, educator, volunteer, Mrs. Clark believes that all will be invaluable in her being an effective board member.

One of her proudest accomplishments has been the innumerable amount of volunteer hours she has devoted to public school systems where ever she has lived.  She is most proud of pursuing and introducing students to the judicial system by using the pedagogical tool of mock trials.  This has allowed students to learn about the judicial system while preparing a criminal/civil trial and competing against other middle schools in mock trial competitions sponsored by the North Carolina Bar Association.  This passion for affording students the opportunity to learn about the judicial system as well as promoting character education is something she will continue to pursue.

She will help to be the voice to make sure that Craven County School System is, in her words:

  • Transparent About Decision-Making
  • Ensuring the Safety of All Stakeholders

Mrs. Clark’s favorite slogan as well as her mission in being a member of the Craven County Board of Education is, “Just For The Kids!”.

Mr. Victor Dove

Victor Dove was born and raised in New Bern and attended St. Paul’s Catholic School until the eighth grade. Upon graduation he entered the Craven County School System and was a member of the final class that graduated from New Bern Senior High School in 1991, currently Grover C. Fields Middle School.  After graduation Victor attended North Carolina Central University transferred to University of The District of Columbia and completed his studies at Fayetteville Technical Institute where he obtained a degree in Funeral Service. He is a local funeral service licensee and has served the area for over 30 years in the funeral service industry.

He is married and has a daughter who also graduated from New Bern High School. Victor has always had a passion for children and has been a major influence in the lives of several students. His desire to give back led him to begin a nonprofit that assisted student athletes and provided the necessary tools and information needed to properly position themselves to be offered athletic scholarships.

Victor feels his purpose as a member of the Craven County Board of Education is to continue the legacy of the Board while he will assure transparency, open channels of communication, fairness and inclusion for all the students and parents in his district as the Board collectively aims to support, build up and continue to shape Craven County into a model of educational greatness.

Mr. Carr Ipock

Mr. Ipock represents District 3 and has attended University of North Carolina, received his Associates in Science from Craven Community College and a Bachelor of Science in Chemistry from East Carolina University. Mr. Ipock was a member of the US Army Reserves from 1969-1975. Mr. Ipock's personal achievements include being a Craven County Board of Education Chairman since 1994, a member of Committee of 100 for Craven County, CETC, Inc - Board Member and Chairman. Mr. Ipock brings business industry knowledge as he was employed for 34 years as a Production Coordinator for Weyerhaeuser Company. He currently serves as the Treasurer on the North Carolina School Board Association.

Ms. Stefanie A. King

Stefanie King represents District 1 and is a native of Vanceboro, N. C.  Ms. King is a 1988 graduate of West Craven High School, where she also taught English & served as an assistant principal. She is the mother of two children, Stephon King and Jaime Gibbs and grandmother of one grandson, Jamir Gibbs. Ms. King received her Bachelor's Degree in English Ed. from ECU in 1993 and later pursued a Master's in Curriculum & Instruction and Master's in Administration & Supervision from the University of Phoenix.  Ms. King is currently employed as an assistant principal @ Ayden Middle School in Pitt County. She brings to the school board prior and current knowledge and experience in public education as well as a passion and dedication to assist in continuing to serve all stakeholders of Craven County Schools and this community.

Mrs. Kelli S. Muse

A wife, mother, educational professional, business owner and animal lover, Mrs. Kelli Muse represents District 5.   She is married with two wonderful children.  Her daughter currently attends New Bern High School and her son, a graduate of New Bern High School, is currently serving in the US Navy.  Mrs. Muse and her husband, Greg, are long time business owners in Craven County.

Mrs. Muse began her educational career with Craven County Schools as a Program Assistant with Career and Technical Education.  She was responsible for fiscal operations of state and federal CTE funding as well as assisting with program implementation and business partnerships.  She currently serves in the same role in Onslow County Schools.

An avid animal lover, Mrs. Muse raises and shows French Bulldogs in AKC conformation and currently has 2 AKC Grand Champions.  When her son was in elementary school, she volunteered to start a reading with dogs’ program for exceptional children.  Students would read stories to the dogs to build confidence with reading aloud.  She also organized a visit to local elementary schools by author Deborah Stevenson who wrote “Soaring Soren: When French Bulldogs Fly” which emphasized the importance of believing in yourself and that champions come in all different shapes and sizes.

Coming from a family of educators, Mrs. Muse has a passion for students and ensuring they have a tools and resources necessary to pursue their career goals.
